Cold-water immersion after training fairly consistently eases soreness: cooling slows the nerves that carry pain, and tighter vessels mean less leakage and swelling. But feeling less sore does not mean the tissue has been repaired; in the Hohenauer 2015 pooled analysis, function improved less consistently than soreness did.
A cool-down cannot clear delayed-onset muscle soreness, because the soreness was never caused by lactate: lactate is cleared within an hour after you stop, while soreness peaks a day or two later. It comes from small injuries left by muscles working while they lengthen (eccentric contractions), and the repair that follows.
When you are just starting or try a new movement, muscles that get sore a day or two later and recover within a few days are normal delayed-onset muscle soreness. A few cases are not: unaccustomed exercise done too hard all at once can trigger rhabdomyolysis, and pain and swelling far out of proportion to the training, weak muscles or dark urine mean going to the emergency department immediately.

Soreness is not a report card: someone who has trained regularly for years can have an effective session and barely feel sore, while a beginner can be too sore to walk downstairs after an easy one. Whether training works shows in strength and performance rising under progressive overload.
Training a lot with legs that are always sore is often taken for overtraining, but the two are different signals. Delayed-onset muscle soreness comes a day or two after a new movement or a sudden jump in load, fades within a few days and gets milder each time the same exercise is repeated; overtraining shows as performance falling for weeks that no amount of rest restores, often with worse sleep, low mood and frequent illness.
Lactate is usually cleared and reused within an hour after exercise stops, while delayed-onset muscle soreness arrives a day or two later, so the timing does not match. Lactate is not a fatigue waste product either; it is a fuel that the heart, other muscles and the liver take up and use.
