Dopamine neurons report whether an outcome was better or worse than expected, and that prediction-error signal teaches learning (Schultz 1997, recordings in monkeys). With repetition, the basal ganglia chunk a sequence of actions into one unit released by a cue; at that point the behavior can carry on even when the outcome no longer appeals (Graybiel 2008, evidence mostly from animal studies). Wanting something and doing it out of habit run on two different mechanisms.
